It works only on the accounts and zones that it created for your Blesta customers. On cancellation it removes the add-ons and the zone, and the account if you choose. Uninstalling the module never deletes anything at Cloudflare.
Each day the plugin reads the storage and the requests of each customer from Cloudflare. At the end of the month it bills the usage above the free allowance at your margin. You can approve each month before it goes on an invoice.
